Without responding to the political bent in the question but responding to the general question...
I don't believe kindness is a weakness, I believe it is a character strength. It is how people respond to your kindness that also tells alot about character. However, kindness given or shown should always be without strings or judgement. For example, we give out hampers and meals every week through our church. We have so many people come up and say "Why do you give them hampers when they waste their money on drugs and grog ?"...Regardless, people need to eat and it isn't for us to judge them. We receive the items for hampers for free...we pass them on in the same vein. If they choose to use the money they save by using the hampers to purchase drugs...that is their character / flaw.
