In Shi'a Islam, taqiyya is a form of religious dissimulation,[1] or a legal dispensation whereby a believing individual can deny his faith or commit otherwise illegal or blasphemous acts while they are in fear or at risk of significant persecution.[2] The corresponding concept in Sunni Islam is known as idtirar (إضطرار) "coercion". A related concept is known as kitman "concealment; dissimulation by omission". Also related is the concept of ḥiyal, legalistic deception practiced not necessarily in a religious context but to gain political or legalistic advantage.
This practice was emphasized in Shi'a Islam whereby adherents may conceal their religion when they are under threat, persecution, or compulsion.[3] Taqiyya was developed to protect Shi'ites who were usually in minority and under pressure, and Shi'a Muslims as the persecuted minority have taken recourse to dissimulation from the time of the mihna (persecution) under Al-Ma'mun in the 9th century, while the politically dominant Sunnites rarely found it necessary to resort to dissimulation.[4]

Don't forget that in your second link, (or from any source which promotes the cause of Islam), that taqiyya may be used to advance the cause of Islam. . . . they might be lying.
I am not going to post all the definitons of, and sources, which describe the doctrine of taqiyya here. Interested people can do the research for themselves.
It is enough to understand that the doctrine of taqiyya exists. and that it is official Islamic doctrine.
One of the functions of taqiyya is to preserve and promote the cause of Islam and therefore, in response to anyone who is critical of Islam, some Muslims may find cause and justification to resort to this particular Koranic doctrine.

it is not a reliable excercise to . . . "one day to go out and have some in depth discussions with a few practising Muslims to find out what they actually believe and what principles they actually live by,
Because we have no way of determining whether or not they are engaging in the Koranic doctrine of lying to us.

Huh ..... there hasn't been any beheadings in 2014 in the name of Christianity. I think if you check you will find there were thousands rapes, torture, beheadings all in the name of allah.

Or in other words, if you think admitting to your faith is going to put you in danger it's OK to tell a few white lies.
Andit's worth noting the same concept applies in the Bible. (and yes I do know you are an atheist - so am I) In genesis 12 Abraham asks his wife to say she is his sister because he knows the King of Egypt fancies her and he is afraid if he finds out Sarai is his wife the king wil have him murdered.
when the king marries her, instead of punishing Abraham for telling a lie, The Lord punishes the King and his court for their innocent mistake.
In Kings 5, after Naaman the Syrian is cured of leprosy by Elisha he converts to Judaism and promises he will have no other gods. He is worried, however about what may happen when he returns to Syria if his conversion is discovered, so he seeks and is granted a blessing from Elisha to 'go through the motions' of heathen worshipin his own land in order to avoid punishment
And don't forget in the New Testament Peter denied (with oaths) that he had any connection whatsoever with Jesus - yet he still went on to become (according to Catholics) the first Pope. Does this tacitly agreed licence to lie mean we cannot trust anything any Chistian says when we question them about their beliefs?
