Stawks, I didn't have, and couldn't get hat elastic in time to make/send the masks, so I made narrow fabric tubes about the same width as slightly wider flat shoe laces.
That didn't work so well, but they were really happy with the shoelaces idea because they couldn't get the elastic they needed either.

I used 2 layers of bamboo tightly woven t-shirt material, and then quilting cotton for outside layer. That makes it soft stretchy and comfortable. Then I used hat elastic to go behind the ears. The hat elastic is fabric coated, and should not pose problems to anybody. I also bought extra disposable charcoal filters that I put inside before I go to a shop. My granddaughter (9 years old) is happy wearing them.

... and I do mine 24cm wide, and high such a way that neatly tucks under my chin and covers my nose. I do a dart under the chin to pull it closely to my face. For my granddaughter I made them about 18 - 20cm.

A quick google for the non-sewers came up with these ideas.
You can use charcoal filters to make them safer.
