Yes...........I would say something.............if it was someone I knew.............ask if they needed help......or could I ring or conatct someone for them.
If it was someone I did not know then I probably would just walk away...............and then feel guilty when I got home that I did not do something.

in the shops, if they were big and scary, i would ask one of the shoppies to contact their manager and get him/her to deal with the manic person. If they weren't big and scary, I would probably ask if they were OK and then call the local cop shop if they said no and went manic at me.
