Mr Moroney told a parliamentary inquiry the violence in Sydney's west in February was not a riot when compared to incidents in Los Angeles or Paris.
He said he agreed with the distinction between disturbance and riot as defined by New York police chief Bill Bratten.
"I think by any reasoned interpretation there is a very distinct difference between the two, both in terms of the intensity of the activity and the response which is required," Mr Moroney told the inquiry.

I guess when it is just white looking people brawling at the Cross or in the night club area in Melbourne, that is disturbance, when many of them have dark skin then it is a riot. By the way, the way I heard the news that it was black, islander and Caucasian youth.

I find that hard to believe. Bob Hawke, alleged politician, said something like..."multiculturalism would enrichen the Australian way of life". Don't you feel that effnic gangs have enrichened us. Funny how our alleged leaders aren't around to help clean up their mess.

The news has said all types of things. Two ethnic teenage street gangs, Apex and Islander 23. One news outlet called then Islander 21... The only news site that mentioned "of sudanese and pacific islanader decent" was the Daily mail UK.
No, it's a riot because they were using cafe chairs as weapons in one of the busiest parts of Melbournes CBD where there were hundreds of families enjoying moomba festivities. Nighclub brawls at 2 or 3 in the moning are not the same as gangs terrorizing the streets of Melbournes CBD. Jumping on cars, stopping traffic, threatening police officers, terrifying children and their families who are trying to have a quiet meal at at cafe...

Interesting because the news I heard was repeatedly saying "Islander, African and Caucasian "
Sadly, behaviour of handful of people will reflect badly on all people from these communities. There are many Sudanese that are doing extremely well after only short time in Australia. Gangs are not a new thing in Australia, we always had them, and there will always be criminals, be it Italian Mafia or others
