Did he really say that? It looks like he did:
“We have a strong and credible broadband policy because the man who has devised it, the man who will implement it virtually invented the Internet in this country. Thank you so much, Malcolm Turnbull.”
The facts:

yes he did, I thought I heard it wrong but no. No other PM has ever (to my knowledge) ever suggested that Australia start aggression towards any country let alone our closest neighbours. If this is his first day and he is so "gun ho" with his statements what can we expect next, very foolish and inflammatory Mr Rudd.
He said, "If [Tony] Abbott were to become prime minister and continue that rhetoric and that posture and actually tries to translate that into reality, I really wonder whether he's trying to risk some sort of conflict with Indonesia," he said.
So no, he did not say Indonesia WILL start war with Australia.

I have to say... I really hoped it was a joke.......
and isn't it amazing what the difference is when you see what was "actually" said rather than what the media made of it?

I watched that press conference and it was said in context. The indonesian foreign minister also said the comment was in context.
It really doesn't take much to understand that turning back boats to a country who hasn't agreed is going to cause diplomatic conflict.
as someone said on the abc earlier, how would Australians act if Indonesia did the same thing to us? We'd be outraged... especially the lib ranters. Imagine :^O

" ......how would Australians act if Indonesia did the same thing to us? We'd be outraged... especially the lib ranters. Imagine"
The mind boggles, a boat from Australia heading for Indonesia with a deposed JG on board claiming political asylum because in her country she was being subjected to: PM, political mummification.
I wonder if the Indonesians would turn the boat back!

Or should that be: political mummyfication ?

OMG... did Kevin Rudd really say that Indonesia will start a war with Australia over the Coalition's policy of sending boats back???
Is Indonesia really that eager to start a war with us???
Question is: are we really that eager to start a war with Indonesia? We trained 'em after all. And they have a much larger population than we do. For now. Considering the amount of boat ppl coming in.
