I bought an item on a site for my sister on 27th march, paid by using PP
I have concerns because on the invoice it states "Once your package ships we will send you an invoice with a link to track your order"
I recieved no email, called them twice then the answering machine goes off, and also emailed them - no replies.
My question is; when can i open an PP Item Not Recieved dispute? as i'm completely out of touch with this

I was told there is about 2000 tonnes of undelvered parcels in the system, some with a 3 week delay and things are getting worse.
