News last night claimed Pell was allowed to travel under the current NSW rules.
NSW Government site lists what you can and can't do.
He was allowed to travel if moving to a new place of residence.
It makes no reference to if a person is travelling from another state.

Pell was living in Sydney when he came back from Rome to await his trial.
When a prisoner is released they are entitled to travel to their normal place of residence....usually at the expense of the government.
As an example, when anyone is released from Goulburn Supermax they are usually brought back to Sydney on release....or transported to a jail in Sydney before being released.
