The higher ups would be held to account if the Geneva Convention was followed.
For that to happen they need to be Court martialled, not tried in the civilian system.
Nobody ever accused the Army Brass of being stupid.

I agree. Sadly it will be a long time before that happens. Remember what happpened with Abu Gharib. Rumsfeld should have been tried. That never happened and like here, the people at the level get the heat.
