But freedom of choice, privacy, all that sort of thing, I think is what makes it difficult to make it mandatory.
And perhaps those not wanting the test are only those not wanting to be self isolating for 2 weeks which is of course irresponsible.
shopping - Well if they are still contagious after a long period then the whole 2 weeks self isolate after testing positive is a farce.

I think this whole new spike here in Vic is because some people were being totally irresponsible. I don't believe for a minute that people weren't aware of the danger because of a "language Barrier". It's been on the news for months, surely someone in the family, friends , group etc., had enough nouse to realise what has been happening. If their English is so poor that they can't understand a health warning given during a global pandemic, then English lesson really need to be made mandatory to every migrant

a lot in the media here have been undermining lockdown rules which hasn't helped the situation either
this article is from back in March. where Vic health officials said we would get a coronavirus 'peak' in May or June

They're getting serious now - and about time, too
Victoria is set to follow New South Wales in making COVID-19 testing mandatory for all returned overseas travellers.
As of today, anyone who refuses to submit to COVID-19 testing will be forced to stay in hotel quarantine for a further ten days.
All returned travellers who left hotel quarantine today had been tested, Premier Daniel Andrews confirmed.
"And everybody who leaves from right now, if they don't agree to a test, then they will be in our care for a total of 24 days - not 14 days."
