What is that saying, once is a mistake twice is a coincidence, I read 5 times last night.
Do you think they went into Indonesian Waters on purpose?
Did they get caught out?
Is the apology believable?
Was it just an accident that it happened 5 times?

Seeing wer'e making assumptions - I think there would be a fair few ppl in the Indon Government who aren't averse to getting bakseesh from the people smugglers. Indon is well known for the corruptibility of it's government.
