Helmets are not illegal, they're compulsory items for motor bike riding.
Balaclavas are not illegal either.

Plenty of retail shops selling balaclavas and motorcycle helmets.
That sort of misinformation says a lot about the people that 'believe' it. Why they think spreading it and expecting intelligent people to believe it I don't know.
