As money is not a absolute crisis issue , which businesses will be able to met public demand yet overcome problematic imported content issues - can Australian businesses convert to more Australian content if required.

IMO, no.
This government has to spend so much money to keep the population going, it will be driven further into international debt.
Australia has plenty of resources to keep her population going, but how much of those resourcres are going to exported overseas at foreign investors profits, rather than benefiting the local population?
It's a bit like the Irish famine all over again.
Or what the Brits did in India.

maybe those not prone to in the past may get desparate enough to favour Australian sourced materials

We might have had a lot more in the kitty for this emergency if we'd had bipartisan support for the rent resources tax.
