This worries me a little also, because as I understand it (I'm sure someone will correct me if I'm wrong), a sardine is not an actual species - but a description applied to any number of fish species at a particular stage/size in growth. I'm assuming therefore that if sardines are to be in short supply, this applies to several species, and that to me is quite a concern.

i think sardines are young mulies, well.. im pretty sure they are, even when fully grown they are a very important part of the food chain
(excellent bait fish for the angler too
perhaps they'll cut down on offering them in cans meant for consumption
