Human rights in Libya have made progressive improvments [particularly since they became involved with the UN) notably in the areas of eduacation, health and economy. Considering they had a despot running the country who made sport of murdering any political opponents, they had a voice on the UN and still do.
Regardless of Libya (or any other questionable country) being on UN panels, the Manus Island refugees deserve an independent inquiry into what occurred and what needs to be dne in the future to prevent it.
