To the people with barking dog problems, you have my sympathy. It drives me batty too. I won't even let my dog give more than a couple of barks before stopping her.
About 8 years ago while living at my parents house a neighbour had a dog that would start to howl every night at about 3am. After two weeks I wrote a letter to the council, they went to the neighbour that day. This neighbour you couldn't approach, he had already threatened a family member with violence over money owing and he has had his gun collection taken from him once before.
