who knows Az the OP hasn't told us what 'dating' means in this case.
The age of consents Laws recognise emotional maturity not the maturity (or lack there of) of the body.
Child sex laws are there to protect children.
Adults who cross that line are quite simply breaking the Law .
It's really odd to justify what could be criminal behaviour of an adult using the minds and thoughts and experiences that we had as a child.

Any sexual involvement would have to be admitted to by one or other of the parties if say, a parent, wanted the woman charged.. if they don't have evidence of this or both 15yo and 21 you deny it... nothing much the law can do.

It is most likely wrong no matter what the circumstances are due to the boys age.
How did they meet? ( not good if she was in a position of authority - teacher etc)
How long have they been dating?
Do his parents know?
If they do know, do they care?
As asked previously - what does dating mean in this case (going to the movies once a week?) and do they spend time alone, if so doing what?

The Laws are pretty black and white re child sexual abuse.
Though unfortunately Child sex offenders do try to see and make things grey for their own benefit.
You mentioned both being willing.
Legally a 15 is below the age of consent. Even a 'yes' means nothing .The adult has still broken the Law.
I found the article I added early interesting which mentioned the studies about the psychological state of adult men who had been sexually abused by women as children.

Is a 15 year old going out with a 21 year old at risk of sexual involvement ? I think risk factor is considered too ?
