that we would pull the plug out before the water reached the top, turn the taps off, or not leave the plug in the bath when unattended?
the elimination of extra holes would make them cheaper for manufacture, installation and maintenance too.
Hard enough cleaning around the plug hole without adding more nooks and crannies!

Just thinking -if holes are drilled near the top of a bath------where does the water go?
