Why does it take almost 2 weeks and counting for a parcel to be delivered from Melbourne ( Australia ) to Northern Victoria ?
- or is there a deliberate go slow for standard rate packages to encourage upgrading to express post ?

2. Especially in Victoria where almost everything is being sent out of state to be processed.

I am still waiting for an item sent on 26th Oct - from Melbourne (AUST) .... as this usually only took 4 business days pre-pandenic , so seems , 11 days and counting , that for whatever reason the service needs a major increase in capacity to deliver
This in itself is not reason to censure , however after 3 months of lockdown with slow to deliver service , i think society does have a case to question the obvious neglect or deliberate go-slow
By maintaining standards or adapting to changed working/living conditions in a productive manner we as a society may emerge post-pandemic in a less stressing, cleaner, more content and productive community environment - as these improvements can be permanent
A fast postal service is one example
