Unfortunately wild creatures on the loose in enough numbers are still considered vermin by to many people and treated accordingly , not only the perceived danger or potential of damage only , seems an emotional response to a creature that is free from a creature that feels constrained and hedged in by dull routine , resented responsibilities and tormented by a misty longing of an unrealised but plausible better living of life, but subject to frustrating limitations.
A solution in part might to survey numbers and species of significant animals on private land and so "the people" pay rent on behalf of the creatures to the land owner . In this way wild creatures that roam private propety have a commercial worth and so will be protected by the land owner.
The creatures found on public land will be assumed to also inhabit private land and so will be more likely protected.
