It looks like he was trying to get something off her. What did he have in his hand?
He shold have been fined and made to pay her money on top of what he was given, at least.

It's a hard one as there are some strange things in there. For instance, he says he 'can't remember' the attack. I'd like to know why not. Drink? Drugs?
To me, they are no excuse. It seems, from the report, to have been a random attack on a stranger, so I'd say it was probably a sexual assault. If it had been just theft, you'd think he could have grabbed her bag and run.
I'd say the community order is a start but how about a fine as well and how about a compulsory order to see about whatever caused the problem in the first place-drink or drugs.
This is a man who may not be firing on all cylinders but using the excuse that he borders on impaired is no excuse in my eyes. In fact, if someone claims that, what are they saying? That the person is so bad that they can't know right from wrong? If that's the case then you'd be arguing they were a permanent risk to the community and could never be released out on their own.
It seems to me people use this excuse but still expect all the freedoms and rights that go with being an adult. So they need to accept the responsibilities too. It has been my experience that all children who go through normal schools, even those who may not be as bright as some others, understand basic right from wrong.

Listening to him talk he seems to be a functional person. Yes, he would know right from wrong and there's no excuse even if he was stoned out of his mind. However I have seen some people who have limited intelligence flip out on drugs and booze. A former associate was just your average ocker guy with a bit of loud mouth by seemingly Ok. He worked in a office in a clerical type pos'n or something. After a few too many drinks he was on a hair trigger and could go off screaming like a banshee threatening violence over basically nothing. Sometimes it was over something that happened 6 months prior and he just remembered it then. He had blackouts too. This was all because of booze. He didn't really smoke weed.

My brother in law has worked in prisons for many years and he said there are some personalities that can flip at the drop of a hat. Nice one second, maniacally angry the next over trivial things-perhaps someone accidentally knocking something of theirs.
So perhaps your associate is slightly that way inclined.
I do think drinks and drugs can push people over the edge, to do things they would normally have the control not to do. I don't think it has to be people of limited intelligence either. A friend had a brother who was a good worker, leading a normal life till he started drugs and he ended up with some psychotic disorders that meant he was no longer fit for work. Apparently, drugs can trigger this in some people. Not everyone, but some.
As for alcohol, over use had wrecked a lot of lives.

The argument was that having public profile he was already punished and shamed in a way that ordinary person would not have been. Also there were some repercussions from the football club.
