Which rather suggests that the problem is not with the powers already available to the various the authorities, but with the willingness of the authorities to use those powers.

The authorities have been watered down by do gooders giving far too many rights to perps
And kicking up a stink when they don't get bail et c.

Although after a few high profile killings it seems to be swinging the other way.

In my opinion the only way any of this terrorism, hatred, spite and warfare is ever going to end is if and when human beings come to understand and accept that every last person on planet earth is no more important than any other.

But I won't hold my breath because I doubt it will, or ever will, work that way.

It's not only religions that get in the way of peace and harmony, it's also the inability of an awful lot of people to mind their own business, to want more than they deserve and above all else,  inappropriate powermongering from the grass roots up.

I have no answers to any of it, other than to personally believe that there are more dangerous/deranged men and women out there than there are not, and heaven (excuse the jargon) help us all if it that's the way the universal mind created it!
