The UK Parliament Website has the letter written by David Beamish, the Clerk of the Parliaments to Lord Monckton.

AND what does David Beamish ,The CLERK of the Parliaments address him as?

He addresses him as Letter to Viscount Monckton of Brenchley.

What else does he state?

He states that No-one denies that you are, by virtue of your letters Patent, a Peer.

So the UK government doesnt deny he is a peer.The Clerk of the Parliament doesnt deny he is a peer.But lakeland does so I suppose that means something.

He is a PEER.they agree to that (even though lakeland says it isnt so.)

Lord is used as a generic term to denote members of the peerage. Five ranks of peer exist in the United Kingdom, in descending order these are duke, marquess, earl, viscount,
