There seems to be many unreasonably cheap android media devices offered and after winning. you can't make payment?

The old adage "If it looks too good to be true it probably is" is coming to mind.
Electronics are a major drawcard for scammers so it always pays to be vigilant. Sometimes people do sell their gear at a cheap price, but unfortunately there are plenty of fake listings, too. Can you post the title (only) of a listing you are concerned about and some of the more experienced scam-spotters can have a look.
Of course, if you are concerned and can't wait or the listing is ending soon, you can report it - scroll down the listing and on the right-hand side click Report Listing. Then if you think it is a fraudlent listing, report it as Listing Practices: Fraudulent listing activities: You suspect that a listing is fraudulent [The listing has items being sold without the owner's authorisation. You didn't bid.]
Can you give a bit more info about not being able to pay? What is happening when you try to pay - are you getting any messges from eBay or the seller, or is it a system error message?
A common scenario is the seller is saying their PayPal isn't working and to use Bank Deposit. Generally, advice will advice will go one of two ways: 1. Decline to pay using Bank Deposit and ask for the purchase to be cancelled. 2. Decline to pay using Bank
deposit and insist on them sorting out their account ready for you to pay.
