Account associated with another restricted account?

Hi All, 
I recently received an email from ebay saying that my account is associated with another account,  which is currently restricted on eBay. As a result my account has also been restricted. I have never seen the account that they named and have never bought, sold, or had bids on my items from this account. 

I have spoken to eBay about this and they asked that I message the user of this other account to ask them to rectify the issues with their restricted account so that mine can be resolved. It seems crazy to me that I should have to contact a complete stranger on eBay and ask them to sort themselves out. I contacted the eBay bidding department and they confirmed that I haven't had a selling or buying interaction with this user.  They said the only option I have is to contact this user and ask them to comply.. I feel really stuck here. How can I force someone I don't know to do this?

eBay now says this is likely a family member or friend and that I should contact them to ask who they are. But still the only way to rectify this is to get them to fix the issue with their account. They have a name in their username that I know is definitely not family. It still seems so strange that my account hasn't done anything wrong, yet it is restricted because of someone else..

Just to make it more confusing, I heard back from the user, they said they don't have a restriction on their account and have no idea what i'm talking about. Looks like it's just mine they have restricted.

Yep happened to me today and I am actually on the phone with someone! They said they were going to put in an appeal and apologized to me saying they stuffed up......will keep you all posted as to the outcome

 number for ebay but Im not sure if its contactable as they called me

I was about to delete my account and there was an option to have them call me
