How can I change the logo on my invoices?

I've been following and reading the instructions to update my logo for the past HALF HOUR and it says "You must upload a custom logo before you can use it to customise Checkout and Payment Information" over and over again. 

When I'm in: http://my.ebay.com.au/ws/eBayISAPI.dll?CustomizeCheckout

and I CHOOSE FILE and then click UPLOAD and then SAVE I get the same error over and over again. I AM TRYING TO UPLOAD A CUSTOM LOGO!!!!  The file is a jpeg and 310 x 90 as per the specs.

I do not have a store, but I should still be able to change the logo? The current one isn't valid anymore and needs to come down, but it doesn't even give me an option to remove it!!!!!
