I have read the new user agreement and accept the new conditions, how do I reply to you of my answer?

No need to reply to us, we are all members just like you

As far as I know, if there is nowhere to tick 'agree' then ebay just assumes people agree, or that if someone does not agree they will 'close' their account

Could be wrong on that one though
