How do I change my account from business back to personal?

I have a business account but I am not eligible to sell more than $200.

How can I change my account back to personal?

I don't think you can; once business, always business.

Your selling limits shouldn't matter - you don't get charged any differently whether business or personal.

I have a $200 limit though, I am trying to sell something valued more than that and when I attempt to increase my limit it says that i am not eligible.

Since it's been more than a year since you have sold, eBay considers you a new seller and you have limits until you get completed sales with feedback and no defects.
