I am trying to open a store- Ebay isn't recognising my Paypal confirmed accounts

I am trying to open a store and my account is linked to my Paypal which has 4 confirmed bank accounts and associated credit cards. I get the message;

Sorry, but you do not meet the following requirements:

We are unable to process your subscription. To successfully subscribe to Basic Store Package you must first have an active seller's account.

I have a primary card and 3 other cards. (there are ebay 4 accounts linked to one paypal account). DO I need to add a credit card directly to the ebay account too?

Has anyone else encountered this issue and have you been able to rectify?
