I've had no success trying to change my bank details, or acquiring an Australian ebay phone number; maybe you can help me?

If you really want to talk to eBay, go to the help page and scroll down to "contact us", then go through all the appropriate options until a live chat window appears (during normal business hours).

We are only ordinary members here, not eBay staff.

Next to where it says G'day (your name) on you eBay page, click the down 'arrow'

Account settings 

The last option under account preferences i s 'close account' 

The call center has been closed for over two years now
