You should never never NEVER post your personss as l details or contact information on a public board that is available to anyone to see.
I’ve asked a moderator to remove the number. However, scammers may already have seen us. You should be sceptical and wary about any phone calls to your mobile, particularly if the caller claims to be eBay, your bank, Amazon, PayPal, or any government body.
However, for not received items, eBay have clear procedures about how to protect yourself. None of them require contact with eBay accounts. They do require you to read the FAQs about how to get your money back in the event of non-receipt.
The bit you ticked you had read and understood when you opened your account.
About your problem... If you have not received your item, you should first contact the seller, and if the seller is not helpful, you should open a case (INR - item not received). Is it past the estimated delivery date? You have 30 days since the last day of the estimated delivery to open a case.
I can only hope for you that the moderators will remove your phone number before scammers see it.
At any rate, if you receive a phone call allegedly from eBay, hang up and don't give them any details.

eBay neither read nor respond to board posts.
By putting your phone number in a publicly accessible board, you have given it out to any scammer who comes across it.
No call you get will be from eBay. Ever.
