Only you can cancel your membership, go to the link below to do that then you can ask for a refund, which they might give you.

You were notified when you signed up. Like most subscriptions where a funding source is provided by the user (you) notifications aren't required.

Other members cannot cancel for you, you say it was not you who 'requested' eBay Plus, so that is something the person who used your account to sign up for it needed to do before payment was due, as in the terms and conditions they agreed to when signing up
