To answer your question, no, using eBay postage labels means you’re buying the postage through eBay. If you buy directly from AP rather than eBay, or directly with a courier you organise rather than through eBay, you can print your postage label through that service.
eBay states (erroneously) that using their labels is the same or cheaper than paying AP etc. MyPost Business is worth your while looking into. You can create labels and so on, and there are tiered savings.
If you use your own postage , by definition you don't use eBay ones.
eBay labels are post-sale. They are not a requirement, they are an option.
If you want to use your own postage (I do) then don't pay for eBay labels. When you send the item upload the tracking, if applicable.
