I have been using ebay without any problem for two years and nowI have available funds but no payment is scheduled. I sent them the papers they asked for but they did not accept.
Οfficial files from the tax office of Greece with my name and address but they were not accepted. I'm disappointed.

You are posting on the member to member forum for eBay Australia
I am not sure eBay Australia would accept documents that are from the tax office in Greece, where you are registered
As you opened your account in The USA, that may also be an issue
