My Husband is trying to create his own account

Hi, i've been an eBay member quite a long time now. My Husband is trying to create his own account, he fills in all the information and clicks "create Account" and the page just hangs with a round progress bar. He let the page sit for about Half an hour and still hangs. Is there something special we are missing in creating a new account for him?

edit: We have used Firefox, Chrome and Edge all with the same results. Thanks

Have you tried the usual "fix" of clearing cache and cookies then rebooting your computer ?

Hi, yes tried all that. cleared browser cache and history, cookies. We tried registering by selecting Mobile option and it does the same thing. We also tried on our laptop and same thing is happening.
