Why do I keep getting messages that say I need to update my account information?

About every week I get a message saying I need to update my account information. I follow the links and it says I need to upload photos of my drivers license. I do this and it seems that it is all okay. Then a few days later I have to go through it all again. The messages seem to threaten to cut me off from selling anything but, since I haven't tried lately, I'm not sure if this is true or not. This has been going on for at least two months.

Im with Daytona029 on this one: i actually updated my details with an accepted form of ID (drivers licence) 1 week before details were required: as the time got closer I checked in with Ebay on their chats: over the week I have spoken to a number of different people on 2 seperate occassions to ensure & prove to Ebay that I am who I am & got written agreement (in the chat) that my details were correct: but due to a technical issue weren't updating: then last night (the due date) my account was RESTRICTED: so another chat ensued with agreement that I had done the correct procedure but it would take a further 24-48 hours to confirm my identity: again the blame was placed on a "technical issue": my 15 year a/c with EBAY is now RESTRICTED. my listings have been removed & payments have not occured. So its strikes me as odd that I have done the right thing & uploaded my licence as required & yet I am the one suffering restrictions: also if they are blaming a "technical issue", i do wonder how safe my ID is on their systems & as the EBAY (USA) website depicts it as "embracing innovation" in its Technology brief: a technical issue that cant be corrected in a week despite my attempts to advise EBAY of their  issue sees me as being in default here: I am not thrilled at being penalised for something that I have complied with: anyone else's thoughts please ?
