I have no idea. Your diatribe doesn't actually contain any details that other members could even be able to hazard a guess about, much less a solution.
Maybe talk to eBay, who don't read the boards so you will have to use Live Chat tomorrow, or your bank.
Or provide some relevant information that the members here, with a wealth of experience, can work with.

Are you confusing being signed in/out of ebay with being signed in here to the boards?

Why would you assume that someone has taken your details from ebay or paypal. Can you honestly say that you have never given your details to any other business on the internet?

If someone has a credit card in your name then you need to contact your bank....not ebay or paypal.

What logo? Can you describe it?
and WHY WHY WHY i can not change my password !!!!! ,
Who knows? What happens when you try to change it?
VIRUS????
Hope your tantrum fixed the issue
Nobody here told you to phone eBay, they are not going to re-open the call center that has been closed since the start of the year just for you
Go contact eBay and PayPal by the means available to everyone and have a dummy spit at them
See ya
