You do not need to speak to eBay customer service

You do need to follow the correct procedure and open and follow through with an item not as described dispute

eBay did not sell, pack nor post the item

It was the seller's responsibility to pack it well enough so is was not broken in the post

You need to open the dispute, within the time limit
