i have received a seed package from special project unit malaysia - how did they get my details

I got one too, with “stationary descriptio, yet unopened. Postal service indicated this as an abonraml shipment with instructions to write “delivery refused / return to sender” and drop back off at post office

Description of contents says 'jasmine stud earing' but it's a pack of seeds with all my details on the front of the package.
