why i need to pay $4 every month even i do not list ant item to sale?

Am guessing you may have joined Ebay Plus which does have charges involved.  If you dont want it you will need to cancel same

If you did not sign up for the free trial, and you do not allow anyone else to use your eBay account, you need to contact eBay and question why they are charging you and what it is they are charging you for
