Delivery is 8 days past latest estimate, but apparently in transit. Is there anything i should consider before complaining, and how should I go about it?

You have 30 days after the last ETA to lodge a dispute with eBay's MBG, I would hold off starting a dispute until at least 3 weeks past the ETA. Meanwhile keep an eye on the tracking (if any) for the item.
