Why has papal charging a flat 5.90 to send money to grandkids overseas

That was one of the changes made to paypal just recently.

It is no longer free to send money to family or friends.

I think it's probably only for sending money overseas that there's a charge. I had a payment sent two days via friends & family and didn't pay any fees on it.

Payments within Australia are free from paypal funds or bank account.  Payments from a debit or credit card and to overseas people are not free.
