Are essential oils & pure and diluted in a carrier oil prohibited dangerous goods when posting them?

I have been reading the terms and conditions for posting through Australia Post and couriers and there doesn't seem to be a clear answer. Essential oils are volatile substances and so is alcohol which is used for spray perfumes. I want to be able to post essential oils diluted in a vegetable oil eg jojoba or cold pressed sweet almond. Just wondering how other sellers handle this.

Thank you

May be pertinent to contact a seller of EOs.

I buy Eos from a distributor here in Sydney and all their items are sent through AP without any issues BUT they do put a "Road Transportation Only" sticker on their items which I think is the loophole.  Flammible items cannot go via air (according to AP) but I also source items from OS and they send them on planes with no problems (UK post seems to not have an issue with them going via air nor does US postal system).

EO dilutions are not classed as volatile solutions - 3-5% EO with balance of nut oil.

Pure 100% EOs are classed as a volatile substance but I am yet to see them actually go up in flames in small quantities - 5ml, 10ml or 15ml.

If packaged correctly their should not be an issue..
