Can a seller increase postage after I have won and paid for an item?

I recently purchased a Coat (Item number Item number: 321115468762) on a buy it now price of $5 (bargain!!) Postage was priced at $6.95. I paid for the item immediately with Pay Pal. 

 

I have now received a message from the Seller stating: 

 

"Thank you for your purchase. I have checked with the post office and the correct postage is $12.75. Can you please forward the difference ASAP I will post when I receive the outstanding amount."

 

The seller has a range of other items for sale with varying postage, so I am convinced they are aware not everything is the same price to post! They have not advised if they are willing to refund. Is this practice allowed? 

 

What can I do?
