Ebay says it will withhold payments if I do not have 95% tracking. T his means that I won't be able to list many items that sell well, and must go as untracked letters.  Does anyone else have this problem? Any suggestions as how to solve it greatfully received

No big deal to have funds held for a short time.

Personally I would still list the items and wait for payments to be released.

The 95% requirement is for items that you offer tracking on, not all items. Items that aren't advertised with a tracked service, like letters, are not included in the metric.

It clearly says that in the eBay notification.

Domestic letters with tracking are not very expensive, but if the items are now very cheap you might have to increase their price by a couple of dollars...
