How can ebay and Global Shipping justify the additional costs added to item 302194724680 by them

I recently purchased item 302194724680, when I realised that the seller gets only half of the final cost Set by ebay and Global Shipping apparently for Customs clearance? For and purchase totaling $12USD, ebay claiming that the seller would get an addition $14USD to post it, Then Global Shipping take $26+USD for Customs etc

That seems to me (and the seller by the way) an awfull lot of extras for an item I was told could be posted with the weight and size of a A4 envelope and some cardboard backing enclosed, and what would Customs care about a $12USD item when the threshold for Tax on incoming items to Australia is S1000AUD.

I cannot see the value added for the cost of an item of this size and type to be handled by Global Shipping Service, more like a chance to over charge and over complicate something that could and should be cheap and simple
