Is shipping and handling plus full postage allowed on Ebay? Why wont Ebay respond to my query? The person has also doubled the international shoipping and handling fee after relisting the item.

Yes, a handling fee is quite acceptable to be added to the cost of postage.
I have no idea why ebay is not responding to you....how are you trying to contact they?
We can't really comment on the change in the listing....it does sound like there was a mistake in the shipping charge but without seeing the listing it is hard to make a judgement.
