Item not delivered RTS with charges

I sent a parcel off to a buyer just after Christmas and today when I got home today I have a card saying that this parcel has been returned as it was unable to be delivered.  Going by the address it is an apartment in a large building and looking at the tracking there was nowhere safe to leave it and it has been waiting for collection for over two weeks.  So it has come back to me and when I pick it up from the Post Office I am meant to pay.  Has anyone had this happen to them and what did you do?

Why are YOU meant to pay....what was the explanation given to you?

I have had it happen....but never paid....and the buyer paid postage again to get their item. Buyer took it up with A.P. (who they claim never carded them) and got their money back. That was last year......
