My order was Oct 30th but the item does not seem to have moved according to tracking number.

If you ordered from overseas then it can take months to get delivered. I have had a few packages lately that have taken a month to arrive even after clearing customs with no movement on the tracking. Wail till the last delivery date and you can make a claim but try not to be too impatient.
