Sending an item to Saudi Arabia - address incomplete? Is this a scam?

Need some advice not sure if I'm being scammed or just paranoid. 

Sold a high priced item at Buy it Now.  Buyer has 0 feedback a created the account the day they bought the item.  Paid with Paypal.

The address they provided me has no building numbers its basically:

Khobar

Khobar 31952

Saudi Arabia

I've asked them to confirm numerous times and is insistant that this is a valid address. 

My question is if I send it here and it doesn't exist how do I cover myself from chargebacks etc.  and is this a scam or seems fishy?

I will be sending it via a trackable service.

Looks like no-one replied to you, did you end up sending the item?

I'm experiencing the same scenario, the buyer has only provided the city, province and postcode in Saudi Arabia. They've yet to respond to my messages, so I don't know whether to send the item or not.
